The Ministry of Public Order and Safety (MPOS), through the Ministry’s Home Affairs Services – Special Operations Division (HAS-SOD), recently organized a comprehensive training program focused on Geographic Information Systems (GIS) and Drone Handling held on July 18-20, 2023.
The Geographic Information System provides a powerful set of tools and techniques for organizing, analyzing, and visualizing spatial data. These skills will contribute to the efficiency of the Ministry since it will enable the plotting of monitored incidents reported by the Ministry’s Community-based Early Warning and response (EWER) Volunteers as well as the conducted programs, activities, projects, and other interventions of the Ministry into the maps for more in-depth analysis and presentation.
GIS Specialist Al-Wahab Harun, the esteemed resource person for Basic and Advanced GIS Training, sheds light on the immense potential of GIS to enhance operational efficiency and resource optimization. “𝘈𝘯𝘨 𝘎𝘐𝘚 𝘢𝘺 𝘮𝘢𝘨𝘢𝘨𝘢𝘮𝘪𝘵 𝘴𝘢 𝘪𝘣𝘢’𝘵 𝘪𝘣𝘢𝘯𝘨 𝘱𝘢𝘳𝘢𝘢𝘯 𝘥𝘦𝘱𝘦𝘯𝘥𝘦 𝘴𝘢 𝘬𝘪𝘯𝘢𝘬𝘢𝘪𝘭𝘢𝘯𝘨𝘢𝘯 𝘯𝘨 𝘪𝘴𝘢𝘯𝘨 𝘢𝘩𝘦𝘯𝘴𝘺𝘢, 𝘪𝘵𝘰 𝘢𝘺 𝘮𝘢𝘬𝘢𝘬𝘢𝘵𝘶𝘭𝘰𝘯𝘨 𝘴𝘢 𝘱𝘢𝘨𝘴𝘶𝘴𝘶𝘳𝘪 𝘢𝘵 𝘱𝘢𝘨 𝘢𝘯𝘢𝘭𝘪𝘴𝘢 𝘯𝘨 𝘮𝘨𝘢 𝘥𝘢𝘵𝘰𝘴, 𝘢𝘵 𝘮𝘢𝘨𝘢𝘨𝘢𝘮𝘪𝘵 𝘪𝘵𝘰 𝘴𝘢 𝘱𝘢𝘨𝘱𝘢𝘱𝘭𝘢𝘯𝘰 𝘢𝘵 𝘱𝘢𝘨𝘣𝘢𝘣𝘢𝘭𝘢𝘯𝘨𝘬𝘢𝘴 𝘯𝘨 𝘮𝘨𝘢 𝘱𝘳𝘰𝘨𝘳𝘢𝘮𝘢, 𝘱𝘳𝘰𝘺𝘦𝘬𝘵𝘰, 𝘢𝘵 𝘢𝘬𝘵𝘪𝘣𝘪𝘥𝘢𝘥,” he said during the GIS training.
On July 18, twenty-two (22) key personnel participated in the Basic Geographic Information System Training at Paragon Hotel, Cotabato City. The objective of the training was to equip MPOS personnel with fundamental GIS skills, including Basic Georeferencing and creating shape files through the use of Google Earth and Bing Maps.
Meanwhile, on July 19, thirteen (13) key personnel from the Ministry enforced their knowledge and skills on GIS through the Advanced Geographic Information System Training. Participants were trained in inputting and managing vector files, using select feature tools, managing attribute tables, and employing Vector Georeferencing tools for tasks like clipping, merging, and buffering.

Moreover, On July 20, the Ministry of Public Order and Safety (MPOS) conducted the highly beneficial “Basic Drone Handling Training” for six (6) key personnel at the Grand Mosque located in Brgy. Kalanganan Cotabato City. The comprehensive training aimed to equip personnel with essential skills in operating drones effectively and safely, while also focusing on capacity building for capturing aerial images and videos for documentation purposes.
Mr. Rogell Clyde M. Ticar, the Basic Drone Handling Trainer/Instructor from Aljazhai Drone Training and Consultancy Services, facilitated the training program. He emphasized the significance of this training in empowering MPOS personnel to harness the potential of drone technology in the Ministry’s operations, saying, “𝘚𝘢 𝘱𝘢𝘮𝘢𝘮𝘢𝘨𝘪𝘵𝘢𝘯 𝘯𝘨 𝘮𝘨𝘢 𝘥𝘳𝘰𝘯𝘦, 𝘮𝘢𝘢𝘢𝘳𝘪 𝘯𝘢𝘵𝘪𝘯𝘨 𝘨𝘢𝘮𝘪𝘵𝘪𝘯 𝘪𝘵𝘰 𝘱𝘢𝘳𝘢 𝘮𝘢𝘬𝘢𝘵𝘶𝘭𝘰𝘯𝘨 𝘴𝘢 𝘱𝘢𝘨𝘴𝘢𝘨𝘢𝘸𝘢 𝘢𝘵 𝘱𝘢𝘨𝘥𝘰𝘬𝘶𝘮𝘦𝘯𝘵𝘰 𝘯𝘨 𝘮𝘨𝘢 𝘢𝘬𝘵𝘪𝘣𝘪𝘥𝘢𝘥 𝘯𝘨 𝘔𝘪𝘯𝘪𝘴𝘵𝘳𝘺 𝘢𝘵 𝘴𝘢 𝘵𝘳𝘢𝘪𝘯𝘪𝘯𝘨 𝘯𝘢 𝘪𝘵𝘰 𝘢𝘺 𝘮𝘢𝘴𝘪𝘨𝘶𝘳𝘰 𝘯𝘢𝘵𝘪𝘯 𝘢𝘯𝘨 𝘭𝘪𝘨𝘵𝘢𝘴 𝘢𝘵 𝘦𝘱𝘦𝘬𝘵𝘪𝘣𝘰𝘯𝘨 𝘱𝘢𝘨𝘨𝘢𝘮𝘪𝘵 𝘯𝘨 𝘥𝘳𝘰𝘯𝘦.”
During the training, participants were allowed to engage in hands-on experience with drone operation and learned how to harness the capabilities of drones equipped with advanced sensors, including high-resolution cameras. These drones can efficiently and cost-effectively capture aerial data, making them significant for a wide range of applications, such as multi-media reporting, mapping, surveying, monitoring, and inspections. This modern approach significantly helps in maximizing the time and resources required for data collection compared to traditional methods.
Mr. Nasrodeyn Matapid, Development Management Officer III of the Ministry’s Special Operations Division and one of the organizers of the training emphasized the tremendous potential of GIS and drone technology in implementing the Ministry’s programs, projects, and activities. “𝘈𝘴 𝘸𝘦 𝘤𝘭𝘰𝘴𝘦 𝘵𝘩𝘦 3-𝘥𝘢𝘺𝘴 𝘵𝘳𝘢𝘪𝘯𝘪𝘯𝘨 𝘵𝘶𝘯𝘨𝘬𝘰𝘭 𝘴𝘢 𝘎𝘐𝘚 𝘢𝘵 𝘥𝘳𝘰𝘯𝘦 𝘩𝘢𝘯𝘥𝘭𝘪𝘯𝘨 𝘵𝘳𝘢𝘪𝘯𝘪𝘯𝘨, 𝘸𝘦 𝘩𝘰𝘱𝘦 𝘯𝘢 𝘮𝘢𝘪-𝘢𝘱𝘱𝘭𝘺 𝘯𝘢𝘵𝘪𝘯 𝘢𝘯𝘨 𝘮𝘨𝘢 𝘯𝘢𝘵𝘶𝘵𝘶𝘯𝘢𝘯 𝘯𝘢𝘵𝘪𝘯 𝘥𝘪𝘵𝘰 𝘴𝘢 𝘢𝘵𝘪𝘯𝘨 𝘔𝘪𝘯𝘪𝘴𝘵𝘳𝘺 𝘱𝘢𝘳𝘢 𝘮𝘢𝘴 𝘮𝘢𝘨𝘪𝘯𝘨 𝘦𝘧𝘧𝘦𝘤𝘵𝘪𝘷𝘦 𝘢𝘵 𝘦𝘧𝘧𝘪𝘤𝘪𝘦𝘯𝘵 𝘢𝘯𝘨 𝘴𝘦𝘳𝘣𝘪𝘴𝘺𝘰 𝘯𝘢𝘵𝘪𝘯 𝘴𝘢 𝘱𝘢𝘨-𝘪𝘮𝘱𝘭𝘦𝘮𝘦𝘯𝘵𝘢 𝘯𝘨 𝘢𝘵𝘪𝘯𝘨 𝘮𝘢𝘯𝘥𝘢𝘵𝘰 𝘱𝘢𝘳𝘢 𝘴𝘢 𝘉𝘢𝘯𝘨𝘴𝘢𝘮𝘰𝘳𝘰,” he said.
