The establishment of the Ministry of Public Order and Safety draws its legitimacy from Republic Act No. 11054, also known as the Bangsamoro Organic Law (RA 11054), the “Act Providing for the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao”. Subsequently, The Bangsamoro Administrative Code (BAC) was passed by the Bangsamoro Transition Authority creating the Ministry of Public Order and Safety under Title X: Section 2 which states that “The Ministry of Public Order and Safety (MPOS) shall be responsible for public safety. It shall have coordinative function with offices and agencies that maintain public order and safety in the region, and shall perform functions relating to peacebuilding, reconciliation, and unification of all the peoples in the region.”
