The Ministry of Public Order and Safety (MPOS), in partnership with the United Nations Philippines and the International Organization for Migration (IOM), recently organized an extensive two-day training workshop titled “Writeshop on Conflict Reporting System (CRS) Manual.” The primary objective of this writeshop was to facilitate and foster the generation of innovative ideas geared towards crafting an effective conflict reporting system manual, and to pinpoint best practices of Early Warning and Early Response (EWER) mechanism within the unique context of the Bangsamoro region.
Participants in this training workshop represented esteemed civil society organizations and key partners operating within the Bangsamoro region, including IOM, MMI, CRS, NP, CBCS, MARADECA, and PAKIGDAIT. Their active involvement underscored their commitment and support for this endeavor. Furthermore, their valuable insights, perspectives, and sharing of best practices provided a profound understanding of the existing conflict reporting systems within their respective areas of operation.
During the event, MPOS Director-General Atty. Al-Rashid Balt emphasized the critical importance of establishing and harmonizing the EWER and conflict reporting mechanism within the Bangsamoro region. He highlighted that this initiative is fundamental to ensuring the safety and security of the general populace and communities residing in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The successful achievement of the writeshop’s objectives included the collection of perspectives on the ideal components of the CRS manual, recommendations for the manual’s contextual format, identification of organizations and agencies with prior and ongoing EWER-related initiatives, and the gathering of input on the establishment of community-based conflict reporting mechanisms, as well as conflict reporting processes, data and information management, implementation, institutional coordination, monitoring, evaluation, accountability, and learning processes.
IOM National Project Officer, Mr. Michael Dumamba expressed delight and optimism regarding the outcomes of the two-day writeshop. He extended his heartfelt gratitude to MPOS and all participating partners for their enthusiastic and active engagement in this initiative. This initiative aligns seamlessly with the Ministry’s SAFE BARMM programs, which aim to operationalize the conflict reporting system, promote consolidation, and facilitate comprehensive reporting. Spearheaded by the Ministry’s Special Operations Division, this endeavor marks the beginning of an enduring partnership aimed in establishing a standardized conflict reporting system manual within BARMM.
