The Ministry of Public Order and Safety (MPOS) through its mandate for maintaining the public safety of the Bangsamoro Region, in partnership with the International Organization for Migration (IOM) conducted an “Early Warning and Early Response (EWER) Technical Working Group Workshop on Conflict Reporting System” on October 7, 2023 at Em Manor Hotel and Restaurant. The activity is part of the continued support and commitment of the Ministry, community partners and, stakeholders to monitor and report election-related incidents by the Community-based EWER Volunteers and joint operation interventions for Barangay and Sangguniang Kabataan Elections (BSKE).

𝘞𝘦 𝘶𝘯𝘥𝘦𝘳𝘴𝘵𝘢𝘯𝘥 𝘵𝘩𝘦 𝘯𝘦𝘦𝘥 𝘵𝘰 𝘦𝘯𝘴𝘶𝘳𝘦 𝘢 𝘱𝘦𝘢𝘤𝘦𝘧𝘶𝘭 𝘢𝘯𝘥 𝘴𝘦𝘤𝘶𝘳𝘦 𝘦𝘯𝘷𝘪𝘳𝘰𝘯𝘮𝘦𝘯𝘵 𝘥𝘶𝘳𝘪𝘯𝘨 𝘵𝘩𝘪𝘴 𝘤𝘳𝘶𝘤𝘪𝘢𝘭 𝘦𝘷𝘦𝘯𝘵, 𝘢𝘯𝘥 𝘵𝘩𝘪𝘴 𝘢𝘤𝘵𝘪𝘷𝘪𝘵𝘺 𝘳𝘦𝘱𝘳𝘦𝘴𝘦𝘯𝘵𝘴 𝘢 𝘴𝘪𝘨𝘯𝘪𝘧𝘪𝘤𝘢𝘯𝘵 𝘴𝘵𝘦𝘱 𝘪𝘯 𝘵𝘩𝘢𝘵 𝘥𝘪𝘳𝘦𝘤𝘵𝘪𝘰𝘯.” Mr. Datu Marohomsar Gaya, Division Chief of Home Affairs Services – Special Operations Division, said in his opening message of the program.
Participants in this writeshop were represented by esteemed civil society organizations and key partners operating within the Bangsamoro region, including International Organization for Migration (IOM), United Nations Development Programme (UNDP), United Nations Office on Drugs and Crime (UNDC), Mangungaya Mindanao Incorporated (MMI), Catholic Relief Services (CRS), Non-violent Peaceforce (NP), Tiyakap Kalilintad, CBCS (Consortium of Bangsamoro Civil Society), Maranao People Development Center Inc. (MARADECA), PAKIGDAIT, Plan International, Strategic Communications Capacity Building (SCCB) Project, ACTED, UNIPHYL, Relief International, OXFAM, and UNYPAD.
As one of the participants stated, “𝘚𝘢𝘯𝘢 𝘮𝘢𝘣𝘶𝘰 𝘯𝘢 𝘢𝘯𝘨 𝘮𝘢𝘯𝘶𝘢𝘭 𝘢𝘵 𝘮𝘢𝘨𝘬𝘢𝘳𝘰𝘰𝘯 𝘯𝘢𝘯𝘨 𝘣𝘢𝘭𝘢𝘯𝘨𝘬𝘢𝘴 𝘬𝘶𝘯𝘨 𝘱𝘢𝘢𝘯𝘰 𝘮𝘢𝘨𝘵𝘶𝘭𝘶𝘯𝘨𝘢𝘯 𝘢𝘯𝘨 𝘊𝘪𝘷𝘪𝘭 𝘚𝘰𝘤𝘪𝘦𝘵𝘺 𝘖𝘳𝘨𝘢𝘯𝘪𝘻𝘢𝘵𝘪𝘰𝘯𝘴, 𝘰𝘧 𝘤𝘰𝘶𝘳𝘴𝘦 𝘸𝘪𝘵𝘩 𝘭𝘦𝘢𝘥𝘦𝘳𝘴𝘩𝘪𝘱 𝘰𝘧 𝘔𝘗𝘖𝘚, 𝘢𝘯𝘥 𝘦𝘷𝘦𝘯 𝘺𝘶𝘯𝘨 𝘴𝘦𝘤𝘶𝘳𝘪𝘵𝘺 𝘴𝘦𝘤𝘵𝘰𝘳𝘴 𝘢𝘯𝘥 𝘪𝘣𝘢𝘯𝘨 𝘢𝘩𝘦𝘯𝘴𝘪𝘺𝘢. 𝘗𝘢𝘳𝘢 𝘱𝘢𝘨𝘥𝘢𝘵𝘪𝘯𝘨 𝘯𝘨 𝘖𝘤𝘵𝘰𝘣𝘦𝘳 30 𝘢𝘺 𝘳𝘦𝘢𝘥𝘺 𝘱𝘰 𝘵𝘢𝘺𝘰.” Sharing of expectations and insights during workshops can lead to better learning and provide better outcomes. This initiative implies a commitment to improving conflict management and enhancing public safety in the Bangsamoro Region.
The main objective of this endeavor is to harmonize the existing community EWER systems and evaluate the processes, protocols, and points of collaboration in preparation for its pilot implementation on the BSK election day.
CRS Technical Consultant, Dr. Datusikie Ampilan showed and expressed his gratitude to the participants for spending time on this activity. Dr. Ampilan also emphasized the concept and importance of CRS, as what MPOS envisioned in this initiative, and he said, “𝘈𝘯𝘨 𝘰𝘷𝘦𝘳-𝘢𝘭𝘭 𝘯𝘢 𝘨𝘶𝘴𝘵𝘰𝘯𝘨 𝘮𝘢𝘯𝘨𝘺𝘢𝘳𝘪 𝘯𝘪 𝘔𝘗𝘖𝘚 𝘪𝘴 𝘮𝘢𝘨𝘪𝘨𝘪𝘯𝘨 𝘴𝘢𝘧𝘦 𝘢𝘯𝘨 𝘉𝘢𝘯𝘨𝘴𝘢𝘮𝘰𝘳𝘰, 𝘮𝘢𝘨𝘪𝘨𝘪𝘯𝘨 𝘱𝘦𝘢𝘤𝘦𝘧𝘶𝘭 𝘢𝘯𝘨 𝘉𝘢𝘯𝘨𝘴𝘢𝘮𝘰𝘳𝘰, 𝘮𝘢𝘨𝘪𝘨𝘪𝘯𝘨 𝘱𝘳𝘰𝘨𝘳𝘦𝘴𝘪𝘣𝘰 𝘢𝘯𝘨 𝘉𝘢𝘯𝘨𝘴𝘢𝘮𝘰𝘳𝘰, 𝘮𝘢𝘨𝘪𝘨𝘪𝘯𝘨 𝘴𝘦𝘤𝘶𝘳𝘦 𝘢𝘯𝘨 𝘉𝘢𝘯𝘨𝘴𝘢𝘮𝘰𝘳𝘰,” and he also added, “𝘠𝘢𝘯 𝘢𝘯𝘨 𝘰𝘷𝘦𝘳 𝘢𝘭𝘭 𝘯𝘢 𝘨𝘶𝘴𝘵𝘰𝘯𝘨 𝘮𝘢𝘯𝘨𝘺𝘢𝘳𝘪 𝘯𝘪 𝘔𝘗𝘖𝘚 𝘯𝘢 𝘚𝘈𝘍𝘌 𝘉𝘈𝘙𝘔𝘔” with regards to the Ministry’s SAFE BARMM programs.
The Ministry envisioned a maintained public order and safety in the Bangsamoro Region, this activity, helps the participants to be fully prepared for any conflict and also provides learning and knowledge in preparations for the 2023 BSKE.
