In a significant step towards enhancing peace and security in the Bangsamoro, the Ministry of Public Order and Safety (MPOS) gathered 32 Early Warning Early Response (EWER) leaders for the Community-Driven Safety and Security: EWER Leaders and Conflict Analysis Meeting held at the Hotel de Viajera, Koronadal City last November 4-5, 2024.
MPOS Development Management Officer – IV, Mr. Datu Mahorohomsar A. Gaya emphasized the essential role of each EWER leader, stating, “𝘈𝘴 𝘸𝘦 𝘦𝘮𝘣𝘢𝘳𝘬 𝘰𝘯 𝘵𝘩𝘪𝘴 𝘌𝘢𝘳𝘭𝘺 𝘞𝘢𝘳𝘯𝘪𝘯𝘨, 𝘌𝘢𝘳𝘭𝘺 𝘙𝘦𝘴𝘱𝘰𝘯𝘴𝘦 (𝘌𝘞𝘌𝘙) 𝘓𝘦𝘢𝘥𝘦𝘳𝘴 𝘔𝘦𝘦𝘵𝘪𝘯𝘨 𝘢𝘯𝘥 𝘊𝘰𝘯𝘧𝘭𝘪𝘤𝘵 𝘈𝘯𝘢𝘭𝘺𝘴𝘪𝘴, 𝘸𝘦 𝘢𝘳𝘦 𝘳𝘦𝘮𝘪𝘯𝘥𝘦𝘥 𝘰𝘧 𝘵𝘩𝘦 𝘤𝘳𝘪𝘵𝘪𝘤𝘢𝘭 𝘳𝘰𝘭𝘦 𝘦𝘢𝘤𝘩 𝘰𝘧 𝘶𝘴 𝘱𝘭𝘢𝘺𝘴 𝘪𝘯 𝘱𝘳𝘰𝘮𝘰𝘵𝘪𝘯𝘨 𝘴𝘦𝘤𝘶𝘳𝘪𝘵𝘺, 𝘢𝘥𝘥𝘳𝘦𝘴𝘴𝘪𝘯𝘨 𝘤𝘰𝘯𝘧𝘭𝘪𝘤𝘵, 𝘢𝘯𝘥 𝘧𝘰𝘴𝘵𝘦𝘳𝘪𝘯𝘨 𝘳𝘦𝘴𝘪𝘭𝘪𝘦𝘯𝘤𝘦 𝘪𝘯 𝘰𝘶𝘳 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘪𝘦𝘴. 𝘛𝘩𝘪𝘴 𝘮𝘦𝘦𝘵𝘪𝘯𝘨 𝘱𝘳𝘰𝘷𝘪𝘥𝘦𝘴 𝘶𝘴 𝘸𝘪𝘵𝘩 𝘢 𝘶𝘯𝘪𝘲𝘶𝘦 𝘰𝘱𝘱𝘰𝘳𝘵𝘶𝘯𝘪𝘵𝘺 𝘵𝘰 𝘢𝘴𝘴𝘦𝘴𝘴 𝘵𝘩𝘦 𝘦𝘷𝘰𝘭𝘷𝘪𝘯𝘨 𝘥𝘺𝘯𝘢𝘮𝘪𝘤𝘴 𝘰𝘧 𝘤𝘰𝘯𝘧𝘭𝘪𝘤𝘵, 𝘪𝘥𝘦𝘯𝘵𝘪𝘧𝘺 𝘵𝘩𝘦 𝘶𝘯𝘥𝘦𝘳𝘭𝘺𝘪𝘯𝘨 𝘤𝘢𝘶𝘴𝘦𝘴, 𝘢𝘯𝘥 𝘴𝘵𝘳𝘦𝘯𝘨𝘵𝘩𝘦𝘯 𝘰𝘶𝘳 𝘤𝘰𝘭𝘭𝘦𝘤𝘵𝘪𝘷𝘦 𝘳𝘦𝘴𝘱𝘰𝘯𝘴𝘦 𝘮𝘦𝘤𝘩𝘢𝘯𝘪𝘴𝘮𝘴.”
The activity included hands-on workshops that equipped leaders with critical skills, such as conflict assessment and political situation analysis. Participants learned structured approaches to understanding and addressing the complex political environments and instability affecting their communities. This systematic method helps participants identify key factors, patterns, and trends within the political landscape.
The EWER Leaders were also oriented about the establishment of Barangay-level EWER structures and the utilization of tools for Barangay and Municipal Conflict Profile and Mapping. These skills will be instrumental in enabling EWER leaders to gather detailed data, assess conflict profiles, and strengthen conflict prevention strategies at the grassroots level.

The EWER Leaders and Conflict Analysis meeting reflects the Ministry’s ongoing commitment to empowering local leaders and reinforcing a collaborative, proactive approach to conflict resolution in the BARMM region. As a result of this event, EWER leaders are now better prepared to serve their communities and contribute to a safer, more stable environment across the region.
