๐๐ผ๐๐ฎ๐ฏ๐ฎ๐๐ผ ๐๐ถ๐๐| The Ministry of Public Order and Safety (MPOS), in collaboration with the Support to Bangsamoro Transition (SUBATRA) and the United Nations Office for Project Services (UNOPS), successfully concluded a five-day writeshop from November 12-16, 2024, at the Paragon Hotel and Restaurant, Cotabato City.
The primary objective of this initiative was to develop a comprehensive framework for recognizing and incentivizing Early Warning and Early Response (EWER) volunteers, as well as to draft a detailed Manual of Operations for the EWER Center.
Atty. Al-Rashid L. Balt, MPOS Director-General, a key figure in the initiative, highlighted the importance of the EWER center as a crucial hub for addressing peace and order concerns within the region. The first two days were dedicated to crafting meticulous criteria for recognizing and incentivizing EWER volunteers. Participants engaged in insightful discussions and workshops to develop a robust framework for assessing and rewarding the invaluable contributions of these community heroes.
Ms. Bai Ali Mallen of SUBATRA reiterated the organizationโs commitment to supporting BARMMโs mandate for peace and development, emphasizing their role in ensuring the EWER center reaches its full potential as a tool for addressing community concerns.
Mr. Datu Marohomsar A. Gaya, a key contributor to the EWER structure formulation, expressed his enthusiasm for the center, describing it as a groundbreaking development for Maguindanao. The subsequent three days focused on drafting the EWER centerโs Manual of Operations, a crucial document that will guide its establishment and operations. Key topics included the centerโs purpose, policy framework, intervention strategies, data management protocols, operational requirements, and a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system.
Mr. Datusikie Ampilan provided valuable insights into BARMMโs conflict situation and the Conflict Reporting System (CRS), emphasizing the importance of data management and systematic reporting in fostering peace.
The event concluded with expressions of gratitude from Mr. Datu Marohomsar Gaya to all participants and partners, recognizing their dedication and the significant progress made.
