The event, held from November 30 to December 1, 2024, at Acacia Hotel, Davao City, brought together stakeholders from law enforcement, national government agencies, international non-governmental organizations, local civil society organizations, and the Bangsamoro Government. The annual conference aimed to provide a platform for stakeholders to discuss and implement strategies that would directly impact the regionโs long-term security goals. Through strengthening coordination, the Ministry plans to bolster policy and program development, further ensuring that the Bangsamoro region becomes a more secure and peaceful place for all its residents.
During the conference, National Security Council Director Romeo Racadio introduced the National Security Policy (NSP) 2023-2028. He emphasized that the NSP not only addresses immediate security challenges but also promotes a holistic approach to nation-building by integrating security with socio-economic development objectives.
In his address, Director Racadio also highlighted the critical role of the Ministry of Public Order and Safety (MPOS) in addressing the multifaceted sources of security issues. He lauded MPOSโs leadership in addressing BARMMโs complex security issues, positioning the region as a model for peace and governance.

During the breakout workshops and plenary sessions, several key strategies were emphasized to address the critical security challenges in the BARMM region. Foremost among these is the need to address election-related violence and rido, which necessitates a multi-stakeholder approach that incorporates legal enforcement, socio-economic development, and community engagement. Secondly, the effectiveness of mechanisms such as Early Warning, Early Response (EWER), Community and Service-Oriented Policing (CSOP), and civilian protection programs depends on overcoming structural challenges while prioritizing coordination, resource mobilization, and institutional integration. Institutionalizing these mechanisms as governance standards is essential to enhancing BARMMโs capacity to safeguard civilians and respond proactively to risks.
