In a significant move to enhance safety and security within the Bangsamoro Region, the Ministry of Public Order and Safety (MPOS) joined forces with Nonviolent Peaceforce (NP) and Mangungaya Mindanao Incorporated (MMI) to conduct an “Orientation and Training on Conflict Reporting System” for its Early Warning and Early Response (EWER) volunteers to report and monitor conflict and election-related incidents on the upcoming Barangay and Sangguniang Kabataan Election 2023.
EWER volunteers from Maguindanao Del Sur, particularly in Datu Unsay, Datu Salibo, and Datu Saudi Ampatuan, along with Special Geographic Areas in Pikit trained by Nonviolent Peaceforce (NP) were gathered at Ace Resto in Midsayap, North Cotabato on October 23, 2023.
Simultaneously, EWER Monitors from Mangungaya Mindanao Incorporated (MMI) convened at Sultan Hall in Pagana Kutawato, Cotabato City, with a focus on conflict and election-related incident monitoring in Maguindanao Del Sur, including areas like Mamasapanao, Shariff Saydona Mustapha, Shariff Aguak, and South Upi, as well as adjacent Municipalities in Maguindanao del Norte.
MPOS Development Management Officer III Nasrodeyn Matapid commended the significant contributions of Civil Society Organizations (CSO) to this effort, emphasizing the value of collaboration and best practices sharing among these entities, which previously operated independently.

The training program encompassed three sessions. The first session, “Introduction to the Conflict Reporting System,” highlighted the essential roles of EWER monitors, emphasizing the importance of timely information gathering and accurate reporting to manage conflicts effectively.
The second session offered a comprehensive overview of the Conflict Reporting System, while the third session focused on Early Warning and Early Response Mechanism Strategies, providing participants with the skills necessary to monitor and report conflict incidents accurately, especially in the context of election-related violence.

The concluding assessment workshop empowered participants to refine their monitoring strategies and develop contingency plans, enhancing overall conflict monitoring effectiveness. “𝘉𝘪𝘭𝘢𝘯𝘨 𝘮𝘨𝘢 𝘷𝘰𝘭𝘶𝘯𝘵𝘦𝘦𝘳𝘴 𝘥𝘢𝘱𝘢𝘵 𝘮𝘢𝘯𝘢𝘯𝘢𝘵𝘪𝘭𝘪 𝘺𝘶𝘯𝘨 𝘱𝘳𝘪𝘯𝘴𝘪𝘱𝘺𝘰 𝘯𝘢𝘵𝘪𝘯 𝘯𝘢 𝘥𝘢𝘱𝘢𝘵 𝘸𝘢𝘭𝘢 𝘵𝘢𝘺𝘰𝘯𝘨 𝘬𝘪𝘯𝘢𝘬𝘢𝘮𝘱𝘪𝘩𝘢𝘯 𝘰 𝘮𝘢𝘨𝘪𝘯𝘨 𝘯𝘰𝘯𝘱𝘢𝘳𝘵𝘪𝘴𝘢𝘯 𝘥𝘢𝘱𝘢𝘵,” said by one of the participants from the Bangsamoro Special Geographic Areas.
This initiative is a significant component of the Ministry’s “Community-Driven Safety and Security: An Intervention to Prevent, Monitor, and Report Election-Related Violence” for the 2023 Barangay and Sangguniang Kabataan Elections.
