In a remarkable display of triumph and success, the Ministry of Public Order and Safety officials and employees assess, reflect, and celebrate the Ministry’s accomplishments and milestones for the fiscal year 2024 through its Year-End Assessment and Teambuilding at the Villa Amparo Garden Beach Resort, Island Garden City of Samal on December 17-19, 2024. The event brought together the MPOS workforce to celebrate successes and reaffirm its commitment to moral governance and public service.
In an opening message, Minister Hussein P. Muñoz emphasized the critical role of individual accountability in maintaining public order and safety and its cumulative impact on the well-being of the Bangsamoro community. “𝘌𝘢𝘤𝘩 𝘰𝘧 𝘶𝘴 𝘩𝘰𝘭𝘥𝘴 𝘢 𝘴𝘪𝘨𝘯𝘪𝘧𝘪𝘤𝘢𝘯𝘵 𝘳𝘰𝘭𝘦 𝘪𝘯 𝘮𝘢𝘪𝘯𝘵𝘢𝘪𝘯𝘪𝘯𝘨 𝘱𝘶𝘣𝘭𝘪𝘤 𝘰𝘳𝘥𝘦𝘳 𝘢𝘯𝘥 𝘴𝘢𝘧𝘦𝘵𝘺, 𝘢𝘯𝘥 𝘸𝘪𝘵𝘩 𝘵𝘩𝘪𝘴 𝘳𝘰𝘭𝘦 𝘤𝘰𝘮𝘦𝘴 𝘵𝘩𝘦 𝘳𝘦𝘴𝘱𝘰𝘯𝘴𝘪𝘣𝘪𝘭𝘪𝘵𝘺 𝘵𝘰 𝘢𝘤𝘵 𝘸𝘪𝘵𝘩 𝘥𝘪𝘭𝘪𝘨𝘦𝘯𝘤𝘦 𝘢𝘯𝘥 𝘤𝘢𝘳𝘦. Furthermore, Minister Muñoz called to uphold moral governance—rooted in the rule of law, fairness, and justice in achieving the Ministry’s goals. The Year-End Assessment included detailed presentations on the Ministry’s budget utilization and key accomplishments from its Administrative and Finance Division, Operation Services, and Technical Sections. Each division received positive feedback from MPOS’ leadership, further strengthening the workforce’s commitment to enhancing service delivery and meeting the needs of the Bangsamoro people.
In 2024, MPOS made significant strides through its Safe BARMM program, which reached 24 conflict-affected municipalities in the region. The program facilitated dialogues addressing public order and safety issues and trained 720 Early Warning and Early Response (EWER) volunteers in Maguindanao del Sur. MPOS also coordinated with law enforcement agencies through its CLEAR program, holding seven meetings across the BARMM provinces to address criminal activities, gaps in enforcement, and challenges law enforcement agencies face.
MPOS also advanced its Peace Building Initiatives (PBI) by supporting vulnerable groups, including the 433 vulnerable combatants, 100 widows of violent extremists, 152 orphans of violent extremists, 300 former local insurgents, 118 returning local insurgents, and 100 vulnerable, neglected, and marginalized institutions. The Sustaining Journey to Peace (SJTP) initiative furthered peacebuilding efforts by training civil society organizations, law enforcement personnel, and grassroots peacebuilders. Notably, Jubaida S. Said was recognized as the 2024 Bangsamoro Peace Champion for her contributions to peace and social development. Additionally, the Ministry supported the 4th Bangsamoro Peace Promotion Fellowship, which trained 44 youth peacebuilders.
The Ministry also played a vital role in commemorating significant historical events during the 4th Bangsamoro History Month, organizing activities to preserve the region’s history and promote healing. The observance included the 3rd Bangsamoro Tagisan ng Talino and other key events like the Bud Dajo Massacre and the signing of the Comprehensive Agreement on the Bangsamoro. Furthermore, the Ministry continued its Alternative Dispute Resolution (ADR) efforts, resolving 92 rido cases and providing support to local mediators. With these initiatives, MPOS reinforced its commitment to fostering peace, reconciliation, and sustainable development across the Bangsamoro region.
Following the assessment, the MPOS Gala Night provided a chance for employees to celebrate their achievements in style, with an all-white theme. The event also recognized outstanding employees with awards such as Most Diligent, Most Punctual, and Recognition for Civil Service and Board Passers.

The teambuilding activities on the final day saw employees compete in a fun, collaborative games, with teams from the Administrative and Finance Division, Operation Services, and Technical Sections vying for the top honor. The Technical Team emerged as the Overall Champion in a series of engaging games that fosters camaraderie and teamwork.
MPOS’ Peace Program Officer V Sittie Janine Gamao, of the Peace Education Division (PED), concluded the session by offering words of inspiration and motivation to the attendees.
