The Ministry of Public Order and Safety (MPOS) in collaboration with the Tiyakap Kalilintad Inc. (TKI) continues to promote public safety in the Bangsamoro Region by conducting its “Orientation and Training on Conflict Reporting System” to the Early Warning and Early Response (EWER) volunteers from Maguindanao del Norte. This training sought to thoroughly explain the context of the Conflict Reporting System, underline the critical roles of EWER volunteers in ensuring public safety, and harmonize its EWER mechanism in preparation for the upcoming Barangay and Sangguniang Kabataan Elections (BSKE).
“𝘗𝘢𝘳𝘵𝘦 𝘯𝘨 𝘢𝘵𝘪𝘯𝘨 𝘳𝘦𝘴𝘱𝘰𝘯𝘴𝘪𝘣𝘪𝘭𝘪𝘥𝘢𝘥 𝘣𝘪𝘭𝘢𝘯𝘨 [𝘌𝘞𝘌𝘙] 𝘷𝘰𝘭𝘶𝘯𝘵𝘦𝘦𝘳𝘴, 𝘢𝘤𝘵𝘪𝘷𝘦 𝘤𝘪𝘵𝘪𝘻𝘦𝘯 𝘢𝘵 𝘣𝘪𝘭𝘢𝘯𝘨 𝘬𝘢𝘸𝘢𝘯𝘪 𝘯𝘨 𝘨𝘰𝘣𝘺𝘦𝘳𝘯𝘰 𝘢𝘺 𝘢𝘯𝘨 𝘱𝘢𝘪𝘨𝘵𝘪𝘯𝘨𝘪𝘯 𝘢𝘯𝘨 𝘴𝘢𝘧𝘦𝘵𝘺 𝘢𝘯𝘥 𝘴𝘦𝘤𝘶𝘳𝘪𝘵𝘺 𝘵𝘩𝘳𝘰𝘶𝘨𝘩 detection of early signs 𝘢𝘯𝘥 𝘤𝘰𝘯𝘴𝘵𝘢𝘯𝘵 𝘮𝘰𝘯𝘪𝘵𝘰𝘳𝘪𝘯𝘨 – 𝘪𝘯𝘧𝘰𝘳𝘮𝘢𝘵𝘪𝘰𝘯 𝘨𝘢𝘵𝘩𝘦𝘳𝘪𝘯𝘨 𝘴𝘢 𝘮𝘨𝘢 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘺-𝘣𝘢𝘴𝘦𝘥 𝘯𝘢 𝘮𝘨𝘢 𝘬𝘢-𝘱𝘢𝘳𝘵𝘯𝘦𝘳𝘴 𝘯𝘢𝘵𝘪𝘯,” remarked by MPOS Special Operations Division Chief, Mr. Datu Marohomsar Gaya in his welcome message during the activity.
Additionally, the said activity was established to harmonize the existing community EWER systems and mechanisms in the province. This is part of the security measures of the Ministry and partners in ensuring the safety of the community during the electoral processes. The success of this orientation training envisions preventing any form of election-related conflict in the province through monitoring, analyzing, and reporting early warning signs as well as election-related incidents in the community.

Moreover, partners and volunteers from Maguindanao del Norte (MDN) from the Municipalities of Parang, Buldon, Barira, Sultan Mastura, and Matanog actively participated in the said activity. Officials from the Philippine National Police- MDN through Police Captain Tugaya Alfonso shared their security measures and preparation for the upcoming BSKE 2023. 𝘚𝘢𝘭𝘢𝘮𝘢𝘵 𝘱𝘰 𝘴𝘢 𝘔𝘗𝘖𝘚,” one of the participants from Maguindanao del Norte shared during the activity’s open forum. It is a manifestation of the active community participation of the EWER volunteers in Maguindanao del Norte in achieving a safe, orderly, and peaceful in the upcoming BSK election 2023.
The orientation and training was held on Tuesday, October 24, 2023 at CNX Building, Notre Dame Village, Cotabato City. The same orientation and training was also conducted across the BARMM region including Cotabato City, Maguindanao del Sur (MDS), Special Geographic Areas (SGA), Sulu, and Basilan.
