In its unwavering commitment to ensuring public safety within the Bangsamoro Region, the Ministry of Public Order and Safety (MPOS) in collaboration with the International Organization for Migration (IOM) successfully implemented the “๐๐๐ฃ๐๐ก๐๐ฏ๐๐ฉ๐๐ค๐ฃ ๐๐ค๐ง๐ ๐จ๐๐ค๐ฅ: ๐พ๐ค๐ฃ๐๐ก๐๐๐ฉ ๐๐๐ฅ๐ค๐ง๐ฉ๐๐ฃ๐ ๐๐ฎ๐จ๐ฉ๐๐ข ๐๐๐ฃ๐ช๐๐ก”.
This initiative was designed to introduce a Conflict Reporting System (CRS) manual, serving as a focal point for an interactive discourse on its contents. The goal was to refine the manual further and incorporate perspectives not captured during its initial development at the CRS manual write shop.

Moreover, the workshop aimed to solicit additional insights regarding the optimal contents of the CRS manual, considering the regional context. The intention is to establish a manual that aligns with the needs of the Bangsamoro Region. The collaborative effort sought to engage various stakeholders and facilitate group discussions to garner diverse perspectives on each section of the manual. Ultimately, this undertaking reflects the ongoing dedication of both the Ministry of Public Order and Safety and the International Organization for Migration to enhance safety protocols and reporting mechanisms in the region.

For the two-day activity, the participants were divided into 4 groups for the write shop activity and group output presentation. The activity helped the participants to fully understand the context of the CRS and its contributing factors to sustain the gains of peace and development in the Bangsamoro Region. Additionally, the activity also helped the participants realize the importance of the CRS mechanism in the community and its key factors for achieving a peaceful and safe community.

The activity was participated by different Civil Society Organizations who have been part of the development of Conflict Reporting System Manual namely Mangungaya Mindanao Incorporated (MMI), MARADECA, Nonviolent Peaceforce (NP), Community Organizers Multiversity (COM), UNDP, UNYPAD, OXFAM, Tiyakap Kalilintad, Kadtabanga Foundation, ACTED, CBCS, WIM-RAMP, and UNODC, with IOM support partners of the project from UNDP, WFP, FAO. Other Bangsamoro Commission Offices, Ministries, and other offices also participated including MSSD – Disaster Response and Management Division, MILG – Public Safety Division, Bangsamoro Women Commission, BARMM READi, Ministry of Health, and Peace, Security, and Reconciliation Office.
As part of the coordination and response mechanism of the Conflict Reporting System Manual, AFP 6ID, PRO BAR, and MDRRMO of South Upi and Mamasapano participated in the finalization write shop. It has also participated with MPOS personnel from the Alternative Dispute Resolution Division (ADRD), Information Communications Section (ICS), and Law Enforcement and Coordination Division (LECD).

The event took place at Kutawato Hall, Em Manor, Cotabato City, on November 14-15, 2023. The official launch of the CRS Manual is scheduled for December 2023.
