The event was held on October 27, 2023, at Cotabato City’s City Mall, Lower Ground Hall where these volunteers actively participated.

Key Features of the Conflict Reporting System (CRS) training were the following:
1. Early Warning and Early Response Mechanism
2. Structured and Harmonized Reporting System
3. Multi-agency Coordination
4. Policy and Program Recommendation
Mr. Khalid Amerol, Assistant Program Officer of MPOS – Special Operations Division (SOD), emphasized, “Sa training na ito, we are introducing the Conflict Reporting System to test the effectivity of Conflict Reporting Mechanism of CRS Manual, this system serve as cornerstone of early warning, early response, and conflict resolution efforts within BARMM region. And hopefully hindi lang gagamitin para sa eleksyon kundi sa pag momonitor narin ng lahat ng human induced conflict affecting the safety and security of Bangsamoro Communities”
During the activity, the participants were grouped according to their municipalities and challenged to make rapid assessments and accurate information gatherings based on the presented video. Through this strategy, the EWER volunteers were able to know how to assess conflict or incidents accurately. Afterward, the volunteers were evaluated based on how they intended to create accurate monitoring and reporting processes.
Furthermore, on October 25, EWER volunteers from Lanao del Sur, representing PAKIGDAIT, assembled at the Ragayan Training Center in Marantao, Lanao del Sur, to receive training in the same program.
In Basilan, a parallel initiative in partnership with the Consortium of Bangsamoro Civil Society (CBCS) and Nonviolent Peaceforce (NP) brought together trained EWER volunteers from Basilan on October 25, 2023, at Plaza Lamitan in Lamitan City, Basilan, sharing identical objectives and aims.
On October 28, similar activity in partnership with MARADECA was held in Ragayan Training Center, Lanao del Sur.
The simultaneous CRS training for EWER volunteers across Bangsamoro is one of the key initiatives of the Ministry of Public Order and Safety in harmonising the existing EWER mechanisms and strengthening the ties with Civil Society Organizations (CSO) across the Bangsamoro Region.

This initiative plays a crucial role in the Ministry’s overarching strategy, “Community-Driven Safety and Security: An Intervention to Prevent, Monitor, and Report Election-Related Violence,” as part of the preparations for the 2023 Barangay and Sangguniang Kabataan Elections.
