In a notable breakthrough, the Ministry of Public Order and Safety (MPOS) in partnership with the International Organization for Migration (IOM) successfully organized a comprehensive two-day training on “Early Warning and Early Response Training of Trainers on Conflict Reporting System (CRS)” for the Ministry’s key technical personnel. This marked a significant step forward following the successful conclusion of the CRS Manual writeshop. The activity was held at Green Leaf Hotel in General Santos City on December 15 to 18, 2023.

Marohomsar Gaya of the Ministry’s Special Operations Division (SOD) highlighted the milestones achieved throughout the careful crafting of the CRS manual.
Establishing an early warning and early response mechanisms in the Bangsamoro region is one of the duties and functions of the Ministry of Public Order and Safety (MPOS) as stated in the Bangsamoro Administrative Code.
The training strives to give MPOS technical staff a thorough understanding of the CRS manual so they can be ready for their upcoming roll-out orientation and training with CRS members at the provincial, municipal, and barangay levels across conflict-vulnerable communities in Bangsamoro.
The discussion was facilitated by CRS Consultant Dr. Datusikie Ampilan and IOM National Project Officer Joniel Gedoria and Imari Babali.

Participants engaged in interactive sharing and discussion, group workshops, input presentations, and plenary sessions focused on the training objectives, including the history and emerging context of the Bangsamoro.
Meanwhile, one of the participants from the Ministry’s ODM Ms. Hawla Balitoc, ADAS IV, expressed her insights and appreciation for the training. She remarked, “𝘐𝘵𝘰𝘯𝘨 𝘵𝘳𝘢𝘪𝘯𝘪𝘯𝘨 𝘯𝘢 𝘪𝘵𝘰 𝘢𝘺 𝘳𝘦𝘭𝘦𝘷𝘢𝘯𝘵 𝘱𝘰 𝘴𝘢 𝘰𝘧𝘧𝘪𝘤𝘦 𝘯𝘢𝘵𝘪𝘯 𝘭𝘢𝘭𝘰𝘯𝘨 𝘭𝘢𝘭𝘰 𝘯𝘢 𝘱𝘰 𝘬𝘶𝘯𝘨 𝘱𝘢𝘢𝘯𝘰 𝘯𝘢𝘵𝘪𝘯 𝘨𝘢𝘨𝘢𝘮𝘪𝘵𝘪𝘯 𝘢𝘯𝘨 𝘊𝘙𝘚 𝘴𝘢 𝘨𝘳𝘰𝘶𝘯𝘥. The highly comprehensive training served as a pivotal preparatory initiative for the MPOS personnel to be equipped with essential knowledge before the roll-out orientation and training at the provincial, municipal, and barangay level to foster peace and safety in the Bangsamoro region.
