The Ministry of Public Order and Safety (MPOS), in its dedicated pursuit of upholding public safety within the Bangsamoro Region, recently collaborated with the Community Organizers Multiversity (COM) to organize an “Orientation and Training on Conflict Reporting System.” This vital event took place on October 26, 2023, at Kalimudan Hall, Pagana Kutawato, Cotabato City.
The training was attended by dedicated volunteers hailing from Special Geographic Areas (SGA) in Midsayap, Carmen, Simsiman, Pigcawayan, Pikit, and Ampatuan, Maguindanao del Sur. Their participation underscores their unwavering commitment to ensuring a secure, orderly, and peaceful Barangay and Sangguniang Kabataan Election in the Bangsamoro Region.

The primary objective of this activity was to equip participants with a comprehensive understanding of the Conflict Reporting System’s significance in maintaining public safety, and to evaluate the processes, protocols, and templates for the forthcoming Barangay and Sangguniang Kabataan Elections (BSKE).
MPOS Division Chief Datu Marohomsar Gaya of the Special Operations Division (MPOS) expressed profound appreciation and gratitude to all the volunteers in his opening address. He emphasized the critical reasons behind their assembly and underscored the pivotal roles of community members. The training was divided into three sessions:
1. “Introduction to Conflict Reporting System” – This session provided insight into the vital roles of EWER volunteers and emphasized the significance of accurate and prompt reporting in conflict management and resolution, stressing its ability to prevent conflicts from escalating.
2. “Conflict Reporting System Overview” – The second session introduced participants to the conflict reporting system’s processes, highlighting its essential features, functions, and communication flow.
3. “Early Warning and Early Response Strategies” – The third session comprehensively explained the Conflict Reporting System (CRS), its crucial role in maintaining public safety and peace, and its function as an early warning and response mechanism. Participants also acquired the necessary skills to accurately monitor and report conflict incidents, with particular focus on election-related conflicts.
Concurrently, a similar event, in collaboration with MPOS EWER, Non-Violent Peaceforce (NP), and MMI, was organized for EWER Volunteers in Sulu province. The event took place at Notre Dame Jolo College (NDJC) in Jolo, Sulu.
This initiative plays a crucial role in the Ministry’s overarching strategy, “Community-Driven Safety and Security: An Intervention to Prevent, Monitor, and Report Election-Related Violence,” as part of the preparations for the 2023 Barangay and Sangguniang Kabataan Elections.
