The Ministry of Public Order and Safety (MPOS) started the pre-implementation of its Special Development Fund (SDF) programs to establish peaceful and well-developed communities in Sulu.
Last October, MPOS held a multistakeholder meeting hosted by the 1102nd Infantry Brigade, PA, spearheaded by BGEN Giovanni T. Franza, and attended by the Provincial Local Government Unit (PLGU), Provincial Tourism Officer, and Provincial Task Force (PTF)- ELAC Focal, LGU of Indanan, Indanan Municipal Tourism Office, MTF-ELAC and LGU of Kalingalan Caluang Municipality.
“𝘞𝘦 𝘢𝘳𝘦 𝘵𝘩𝘦 𝘤𝘰𝘯𝘴𝘵𝘢𝘯𝘵 𝘱𝘢𝘳𝘵𝘯𝘦𝘳 𝘴𝘢 𝘭𝘢𝘩𝘢𝘵 𝘱𝘰. 𝘞𝘦 𝘩𝘢𝘷𝘦 𝘣𝘦𝘦𝘯 𝘥𝘰𝘪𝘯𝘨 𝘵𝘩𝘪𝘴 𝘦𝘷𝘦𝘳 𝘴𝘪𝘯𝘤𝘦 𝘰𝘶𝘳 𝘯𝘢𝘵𝘪𝘰𝘯 𝘴𝘵𝘢𝘳𝘵𝘦𝘥. 𝘒𝘢𝘮𝘪 𝘢𝘺 𝘬𝘢𝘢𝘬𝘪𝘣𝘢𝘵 𝘯𝘪𝘯𝘺𝘰 𝘢𝘵𝘬𝘢𝘴𝘢𝘮𝘢 𝘯𝘪𝘯𝘺𝘰 𝘰𝘯 𝘢𝘭𝘭 𝘶𝘯𝘥𝘦𝘳𝘵𝘢𝘬𝘪𝘯𝘨𝘴 𝘧𝘰𝘳 𝘥𝘦𝘷𝘦𝘭𝘰𝘱𝘪𝘯𝘨 𝘰𝘧 𝘱𝘰𝘸𝘦𝘳, 𝘴𝘢𝘧𝘦 𝘴𝘦𝘤𝘵𝘪𝘰𝘯 𝘪𝘯 𝘵𝘩𝘦 𝘱𝘳𝘰𝘷𝘪𝘯𝘤𝘦 𝘰𝘧 𝘚𝘶𝘭𝘶,” Franza noted.
Community Peacebuilding and Development Program aims to prevent or transform terrorism or violent extremism by supporting the rebel returnees and their dependents, such as widows of local insurgents, on their journey to integration into mainstream society.
Meanwhile, the Support to Barangay Program is an augmentation of the Balik Barangay Program implemented by the AFP, PLGU, and other agencies in some barangays of the Municipality of Patikul, Indanan, and Panamao, Sulu to attract local insurgents to return to the folds of the law.
“𝘚𝘢𝘮𝘦, 𝘯𝘢𝘯𝘥𝘺𝘢𝘯 𝘱𝘢 𝘳𝘪𝘯 𝘱𝘰 𝘬𝘢𝘮𝘪, 𝘣𝘪𝘭𝘢𝘯𝘨 𝘪𝘯𝘺𝘰𝘯𝘨 𝘱𝘢𝘳𝘵𝘯𝘦𝘳, 𝘩𝘪𝘯𝘥𝘪 𝘱𝘰 𝘬𝘢𝘮𝘪 𝘣𝘪𝘣𝘪𝘵𝘢𝘸. 𝘞𝘩𝘢𝘵 𝘸𝘦 𝘢𝘳𝘦 𝘥𝘰𝘪𝘯𝘨 𝘳𝘪𝘨𝘩𝘵 𝘯𝘰𝘸 𝘪𝘴 𝘨𝘪𝘷𝘪𝘯𝘨 𝘤𝘰𝘮𝘧𝘰𝘳𝘵 𝘴𝘢𝘢𝘵𝘪𝘯𝘨 𝘮𝘨𝘢 𝘬𝘢𝘣𝘢𝘣𝘢𝘺𝘢𝘯. 𝘉𝘦𝘤𝘢𝘶𝘴𝘦 𝘸𝘪𝘵𝘩𝘰𝘶𝘵 𝘤𝘰𝘮𝘧𝘰𝘳𝘵 𝘵𝘩𝘪𝘴 𝘳𝘦𝘴𝘰𝘳𝘵 𝘵𝘰 𝘮𝘢𝘯𝘺 𝘵𝘩𝘪𝘯𝘨𝘴 𝘵𝘩𝘢𝘵 𝘦𝘷𝘦𝘯𝘵𝘶𝘢𝘭𝘭𝘺 𝘢𝘧𝘧𝘦𝘤𝘵 𝘴𝘢 𝘱𝘦𝘢𝘤𝘦 𝘢𝘯𝘥 𝘴𝘦𝘤𝘶𝘳𝘪𝘵𝘺,” he added.
The meeting served as an avenue to discuss and share the Ministry’s PAPs for possible complementation and collaboration that may directly impact target beneficiaries.
LTC Eddie Abolencia of 21st IB, LTC Joel Delmendo of 100 IB, LTC Michael Maquilan of 101st IB, and other heads and representatives of MTIT-Sulu, MSSD-Sulu, and MAFAR-Sulu attended the said meeting.
Aside from the multistakeholder meetings, the Ministry conducted a series of community consultations, profiling activities, and site visits to jumpstart the operations of the two SDF programs.
According to Franza, “𝘓𝘦𝘵’𝘴 𝘥𝘰 𝘵𝘩𝘪𝘴 𝘱𝘳𝘰𝘨𝘳𝘢𝘮 𝘪𝘯 𝘢 𝘧𝘢𝘴𝘵 𝘮𝘢𝘯𝘯𝘦𝘳, 𝘭𝘦𝘵’𝘴 𝘣𝘦 𝘢𝘨𝘨𝘳𝘦𝘴𝘴𝘪𝘷𝘦. 𝘔𝘶𝘭𝘪 𝘱𝘰, 𝘴𝘪𝘯𝘪𝘴𝘪𝘨𝘶𝘳𝘰 𝘱𝘰 𝘯𝘢𝘮𝘪𝘯 𝘯𝘢 𝘬𝘢𝘮𝘪 𝘱𝘰 𝘢𝘺 𝘪𝘯𝘺𝘰𝘯𝘨 𝘵𝘶𝘯𝘢𝘺 𝘯𝘢𝘬𝘢𝘢𝘬𝘪𝘣𝘢𝘵 𝘮𝘶𝘭𝘢 𝘶𝘮𝘱𝘪𝘴𝘢 𝘩𝘢𝘯𝘨𝘨𝘢𝘯𝘨 𝘥𝘶𝘭𝘰.”
The Ministry is scheduled to conduct training for its beneficiaries and other related activity in the last quarter of the year.
