The Ministry of Public Order and Safety (MPOS) in partnership with the United Nations Development Programme (UNDP), International Organization for Migration (IOM), Mangungaya Mindanao Incorporated (MMI), Nonviolent Peaceforce (NP) intensified its preparations for its community volunteers through the successful roll-out of the Community Driven Safety and Security (CDSS) Early Warning and Early Response (EWER) program that recently concluded its three (3) batches of implementation targeting the 6 Municipalities of Maguindanao Province from Mamasapano, Shariff Saydona Mustapha, South Upi, Upi, Talayan, and Datu Anggal Midtimbang at the Em Manor Hotel and Convention Center, Cotabato City starting from August 22-23, 2024, August 27-28, 2024, and August 29-30, 2024. Each batch consists of two (2) municipalities with three (3) pilot barangays from each municiaplity. The representation of the participants are from Barangay Local Government Units, Para-Social Workers, and Sectoral Representatives. The overall objective of the training aims to establish a functional and proactive community-based EWER mechanism for community resiliency and an enabling environment towards local durable solutions to conflict and displacement.
The composition of a community-based EWER mechanism requires an in-depth understanding of communities on EWER matters to gain their voluntary support and sense of ownership that will lead to the future sustainability and institutionalization of the mechanism. In preparation for the pilot implementation of the 24/7 EWER center in SPMS localities and its adjacent conflict-vulnerable communities, roll-out training for community-based volunteers and Barangay officials shall be conducted in identified most vulnerable communities in the sixteen municipalities to provide a basic understanding of how to establish community-based EWER mechanism, how it works and what are the significant role of communities, local government units and its line agencies, regional ministries, law enforcement agencies, non-state armed groups and other relevant stakeholders especially on establishing proactive coordination mechanism in preventing and/or responding to violent conflicts and its corresponding protection needs of the affected population.

The CDSS EWER Roll-Out signifies MPOS’ dedication towards engaging and educating communities, ensuring that its community volunteers are well-equiped and prepared to identify, address, and mitigate early signs of conflicts for a safer and more resilient Bangsamoro.
