The Ministry of Public Order and Safety (MPOS), in partnership with the United Nations Development Programme (UNDP), recently conducted a five-day training on “Conflict-Sensitivity and Peacebuilding Monitoring, Evaluation, Accountability and Learning (MEAL)” for key personnel of the Ministry. It was held from February 25 to March 1, 2023, at Go Hotel in Davao City.
The Ministry recognizes that monitoring, evaluation, accountability, and learning are essential components in achieving its objectives and meeting the needs of the Bangsamoro people. One of the objectives of the training was to ensure that the Ministry’s programs and activities are conflict-sensitive, effective, and efficient by applying the theory of change, conflict-sensitivity and peacebuilding concepts.
Mr. Bhasker Kafle, an expert in regional conflict prevention and peace for UNDP explained that the theory of change is an evidence-based explanation of how and why a program or intervention is expected to achieve its desired outcomes.
Meanwhile, Mr. Bishnu Chettri an M&E analyst also from UNDP stressed voluntary participation and informed consent in data collection as well as the prevention of security risks were also highlighted.
The participants were encouraged to share their experiences and insights, and to apply the concepts and tools learned in their work.
Atty. Al-Rashid L. Balt, the Director General of MPOS expressed his appreciation for the partnership with UNDP and the opportunity to learn from experts in the field of monitoring and evaluation. He said, “𝘞𝘦 𝘸𝘪𝘭𝘭 𝘮𝘢𝘬𝘦 𝘴𝘶𝘳𝘦 𝘵𝘩𝘢𝘵 𝘢𝘭𝘭 𝘰𝘶𝘳 𝘭𝘦𝘢𝘳𝘯𝘪𝘯𝘨𝘴 𝘪𝘯 𝘵𝘩𝘪𝘴 𝘵𝘳𝘢𝘪𝘯𝘪𝘯𝘨 𝘸𝘪𝘭𝘭 𝘣𝘦 𝘪𝘯𝘤𝘰𝘳𝘱𝘰𝘳𝘢𝘵𝘦𝘥 𝘪𝘯 𝘤𝘳𝘢𝘧𝘵𝘪𝘯𝘨 𝘵𝘩𝘦 𝘮𝘰𝘯𝘪𝘵𝘰𝘳𝘪𝘯𝘨, 𝘦𝘷𝘢𝘭𝘶𝘢𝘵𝘪𝘰𝘯, 𝘢𝘤𝘤𝘰𝘶𝘯𝘵𝘢𝘣𝘪𝘭𝘪𝘵𝘺 𝘢𝘯𝘥 𝘭𝘦𝘢𝘳𝘯𝘪𝘯𝘨 𝘴𝘺𝘴𝘵𝘦𝘮 𝘰𝘧 𝘵𝘩𝘦 𝘔𝘪𝘯𝘪𝘴𝘵𝘳𝘺.”
Overall, the participants gained practical skills in monitoring and evaluation, data collection and analysis, and reporting. The MPOS’ collaboration with UNDP and the successful training of its key personnel demonstrates the Ministry’s dedication to serving the people of BARMM and contributing to the region’s development and stability.
